Ray Sturgeon

Raymond N. (Ray) Sturgeon retired from the Canadian Government Public Service on October 31, 1994, after having served with the Department of National Defence in both military and civilian capacities since 1955.

At the time of his retirement, Mr. Sturgeon was the Senior Assistant Deputy Minister (Materiel) in the Department of National Defence responsible for the management of over thirty Major Crown Projects as well as some 12,000 staff in North America and Europe and an annual budget of over four billion dollars. His responsibilities encompassed all aspects of R&D, engineering, procurement, integrated logistics, construction and property management, as well as environmental obligations and issues concerning the Canadian Forces and the Department of National Defence.

Mr. Sturgeon played a principal role in NATO's International Armaments Cooperation Community as Canada's National Armaments Director and from 1984 to 1991 he served as the Canadian Member of the Board of Directors to the NATO Airborne Early Warning Project (AWACS). From 1992 to 1994 Mr. Sturgeon was also a member of the Board of Directors of Defence Construction Canada Limited.

During his career as an executive level public servant Mr. Sturgeon also served in DND as the Director Procurement and Supply Maritime, Director of Procurement and Supply Services, Director General Procurement and Supply, and the Chief of Supply/Assistant Deputy Minister (Supply).

Mr. Sturgeon joined the Canadian Army at the age of 16 and retired from the Canadian Forces in 1978. During his military career, he was a logistics officer specializing in finance, supply and procurement. He served with the Military Staff of the Canadian Embassy in Moscow and had a one-year tour of duty with the Canadian Peacekeeping Forces in the Middle East. He also served in various positions in Western, Northern and Central Canada.

Mr. Sturgeon is a graduate of Carleton University in Ottawa from which he received three degrees: an undergraduate degree in Political Science specializing in Canadian Government and Politics; an honours degree in Western and East European Politics; and a Master's degree in International Affairs with specialization in East European politics, law and economics.
