Noel Bhumgara retired from the Canadian Government Public Service on November 28, 1997 after some 32 years in federal procurement. His wide experience in procurement ranges from the acquisition of major systems to the design and implementation of innovative methods of supply for goods and services on behalf of all government departments including National Defence, National Research Council and the Canadian Space Agency.
Prior to his retirement, Mr. Bhumgara was the Director General (DG), Science, Informatics and Professional Services (SIPS) of the Department of Public Works and Government Services Canada (PWGSC). In that capacity he was responsible for the PWGSC role in the Government's policy for the contracting out of its research and development including Canada's Space Program. He was also responsible for the acquisition of all informatics products and services and the procurement of a wide range of professional services. Crown Assets Disposal and Seized Property Management were also included in his responsibilities.
Mr. Bhumgara joined the Department of Defence Production in 1965 as a member of the Intern Procurement Officer Program. He held progressively more responsible positions in procurement, policy development and management. In 1974 he was appointed Director of Planning, Analysis and Control for the Commercial Supply Service and the Director, Office, Technical and Construction Projects Centre in 1976. He was appointed Director General of the Science Branch in 1982.
During his career he was also responsible for the Canadian General Standards Board and undertook a number of special assignments. In 1985 he was seconded to the Government's Task Force on Procurement. In 1991, he headed the Service Line Review for acquisitions and was named the Service Line Manager for Acquisitions. In 1994 he was invited by the Organization for Economic Co-operation and Development (OECD) to be an advisor on government procurement. Prior to his departure from PWGSC he developed the concept and methodology for Benefits Driven Procurement (BDP).
Mr. Bhumgara is a graduate of the University of Windsor in Electrical Engineering. He is a member of the Association of Professional Engineers of Ontario and the Institute of Electrical and Electronics Engineers. He has also served on the Council of Advisors for AFCEA (Canada).
