John Bell joined CFN Consultants on 4 March 2003, following a 36-year career in the Canadian Navy and the Canadian Forces.

Rising through the ranks from Ordinary Seaman to Commander during his naval career, John Bell commanded Her Majesty's Canadian Ship MIRAMICHI and Training Group Pacific Headquarters. He served at sea in a number of air control, communications, operations specialist and command positions in all of the recent and current classes of Canadian warships and also as a member of several seagoing command staffs.

Ashore John Bell has been involved in both conduct and development of training, and with the acquisition of support systems for it, both in Canada and abroad while on exchange with the Royal Navy. He has held a number staff positions in Headquarters in Halifax, Victoria and Ottawa. Initially he was involved with the Fleet Replacement Programme in the late 80's and was responsible in part for the long term planning of the introduction and the transition to the current Navy. In his most recent appointments in the national headquarters he has been involved in the identification of personnel issues and the development of interim and long-term policies to resolve them as the strategic planner for personnel policy on the Maritime Staff and then as the strategic planner for the Canadian Cadet Movement. In the latter capacity he dealt with infrastructure and organizational requirements as well as personnel and training issues working closely with both military and civilian organizations in the coordination of their activities. John Bell also has experience in dealing with community development issues.

John Bell is a graduate of Queen's University (BA (Hon) Political Studies and Economic History – 1970) and the co-author of an illustrated history of the City of Victoria to be published Spring 2004.
