Greg Browning recently retired from the public service in 2008, after 33 years of service. Throughout his career he was involved in the delivery of federal government programs for a number of Departments, including Foreign Affairs and most recently, Industry Canada.

As a Senior Manager in Industry Canada, Greg managed an extensive suite of over 30 Industrial and Regional Benefit (IRB) programs, totaling over $14B. This included management of IRB requirements, along with their application and implementation on large number of major Canadian Forces and Canadian Coast Guard procurements.

  • Navy: HCM Felex; Victoria Class Submarines; Sirius; 57mm Gun replacement; and the Joint Support Ship;
  • Army: LUVW jeep; tank replacement projects; and the Armoured Heavy Support Vehicle System.
  • Air Force: Air to Air Refuelers and DND’s Protected Military Satellite Communications Project.
  • Coast Guard: Mid Shore Patrol Vessel, and the Arctic Icebreaker Replacement

In order to successfully deliver these programs for Industry Canada Greg has been responsible for the IRB:

  • Project Definition: Policy definitions and IRB program strategy formulation, including the specific "Direct IRB" applied to each project.
  • LOI/RFI/RFP: the development and preparation of IRB Government solicitations for major projects.
  • Evaluation & Selection: Development of the IRB Contract Terms and Conditions, the Evaluation Criteria, and the negotiation of the IRB Plans and Terms & Conditions.
  • Contract Implementation: Assist Primes in locating suitable Canadian vendors and conduct achievement audits.
  • IRB Issues Resolution: Provide advice and assistance in resolving IRB issues, facilitating discussions with the key government and industry officials.

Greg has over his government career developed strong relationships with Canadian industry, Industry Canada regional agencies, other government departments and industry associations and provincial governments across Canada such as: the Atlantic Canada Opportunities Agency (ACOA), Western Economic Diversification (WED), Canada Economic Development Quebec (CED-Q), Public Works and Government Services Canada (PWGSC), the Department of National Defence (DND), Treasury Board (TB), Aerospace Industries Association of Canada (AIAC), Canadian Association of Defence and Security Industries (CADSI) and the Global Offset and Countertrade Association (GOCA).
